As of November 2012, GOG started offering the games in Mac format. Both Fallout 1 and Fallout 2 were offered. This was probably be the best/most affordable way to get the games. Fallout Mac CDROMs on Amazon seem way much overpriced (due to their scarcity I assume).

If I remember correctly the Gun Runners by the stock mean the guns located in the same place in the cabinets/chests. Just loot them. If they started to walk around then I think that means they will soon move from the place. However due to bad pathfinding it just takes longer time.

You have to break high value items down into a combination of caps and other high value/low weight items that you can sell for caps to other merchants (or to the same merchant once they get more caps in stock). As far as where to trade, I think Zack from the Gun Runners in the Boneyard refreshes about 3500 caps.
Only other option is to trade for some stuff like ammo as well as caps.
All containers are safe. However, if you want your items to be accesible on the go, you can use your follower as a pack mule. Just steal from them when you want to retrieve your items, but be careful no other NPCs see you!
Changing download location may work. But if you really want to make sure you can find someone in the country that has the version you want to gift you the game. Or you could just create a new account and choose the country you want during setup and then just gift the game to yourself.

If you want to know if it is possible to complete the game with a non-combat oriented character, the answer is yes. In fact you can complete it without killing any characters in combat. You might not gain a ton of experience however, and it might not be very much fun.

According from what I read the US version is uncensored while the EURO version is censored. So it would depend what region you are buying the game from.
